From Narvik:
You can travel to Lofoten on the daily regional bus service from Narvik all the way out to Å. Go here to learn more. The Lofoten express bus follows the E10 highway and stops en route including Svolvær and Leknes.
From Bodø:

There are bus connections to many different parts of Lofoten. Travelling by public transport requires some planning, so check the timetables carefully.
Summer Airport Transfer Bus:

During summer 2024, Arctic Route has a transfer bus to Lofoten that corresponds with the new incoming flights from Paris, Zürich and Frankfurt. Pre-book your seat for hassle-free transfer to Svolvær or further southwest.
From the airports at Leknes, Svolvær, Værøy and Røst it is necessary to use taxis, because there are no buses passing.

It is not possible to travel to Lofoten by train, but you may travel to Bodø and Narvik.
